Answer

Any citizen of the State of West Virginia is eligible to obtain a borrower’s card.  For residents, please send you name, email address, home address, and telephone number to the State Library Services email account.  You will receive your card by mail in about 3 to 5 business days.

State employees may use the form provided in the link below.  You will receive your card by either through inter-deparmental mail or by mail.

A parent or legal guardian showing proper identification may register a minor child for a borrower’s card.  Registering a minor child for a library card denotes acceptance of responsibility for all lost or damaged materials charged on such minor’s library card.
